LEASING brokers handling cap hpi data must have a valid Broker Communication Licence from 31 December 2020.
Funders and dealers using cap hpi data, along with marketing lease aggregation portals, must also have a valid Broker Communication Licence.
Brokers currently holding licences were sent the official communication last Thursday (15 October 2020) signed by both cap hpi’s James Pass, head of fleet & finance, and Amanda Morgan, head of strategic partners – fleet & finance (pictured above).
Brokers have choices and alternatives. But we wanted to highlight this issue in good time so that leasing brokers can take appropriate action as they see fit before the 31st December cut off point.

Brokers that use the Calas system from Automotive Media Systems will be particularly affected by the decision as they will not be able to upload current ratebooks to advertising portals.
We had approached Calas some time ago to rectify the licence issue, but Calas declined to work with us in taking a licence. This has the knock on effect that we have had to take the decision to close its access to the cap Code and cap ID.

The official communique went on to say that Calas would not be able to receive and handle any data containing cap Code or cap ID after 31 December as it was not licensed by cap hpi to match its vehicle data source to cap Codes/cap ID.
“We have given Calas a 12 month period of grace to continue matching cap Codes and ID in order to allow customers and suppliers to prepare for any changes and to transition smoothly,” added Morgan. “This period is now ending and it has the potential to seriously affect how brokers advertise their leasing offers moving forward. ”
The cap hpi communique outlined advertisers that were authorised to receive cap Codes and cap ID.

However, Autotrader – which last year bought rival data provider KeeResources – is not permitted to receive cap data.
cap hpi also outlined the web developers that could send cap Codes and ID to leasing advertisers while expressly pointing out that Calas was not able to do so.

Morgan added that the action was not a move to make brokers use its own ODO-partnered Broker Complete web solution.
“As you can see, brokers are free to choose a number of different web solution providers. We simply want to clarify what the position will be at the end of December. We will not permit code matching. You must have the appropriate licence to use our data.”
